Any legal or natural person has a right to address the municipality with applications, recommendations and claims, as well as the right for response.
Submission of applications
An application can be submitted in writing, electronically or by spoken word. The application must be drafted in accordance with the Law On Submissions.
The application must contain following information about the applicant:
- for natural persons – name, surname, address and, if required, contact information,
- legal person – name and legal address.
Evaluation of and response to applications
Response to applications is provided in a reasonable time in accordance with the urgency of the presented issue, however, no later than in time of one month, if not specified otherwise by law.
If the content of the application does not require response by its essence, the particular application is noted and used in the work of municipality in accordance with the contents.
Issuing of municipality documentation
To receive official documentation, copies or archive documents of Liepaja municipality the interested person must submit an application addressed to the municipality and pay the applicable fee.
The service can be requested by submitting an application:
- In person in Liepaja municipality Visitor centre,
- Electronically, via e-service “Application to an institution” www.latvija.lv,
- Electronically, via e-mail, signed with secure electronic signature,
- By post.
After the application is received, Liepaja municipality administration Administrative department prepares the requested document and sends or issues an invoice to the person with the sum of the fee to be paid in accordance with the provisions of Liepaja city council No. 39 “Provisions on fees for Liepaja city council official documents and their derivatives”.

After payment of fee and confirmation of payment, the person can receive the requested documents or information in person, by post, e-mail or fax.
